VACANCY ANNOUNCEMENT 
Mercy Corps is a non-governmental & non-prof it organization that exists to alleviate suffering, poverty and oppression by helping people build secure, productive and just communities. Mercy Corps is seeking applications from potential,candidates for the following position: 

Monitoring, Evaluation and Learning (MEL) Manager -01 Position (Islamabad Based) 

Qualifications & Experience:  A Master's degree in social sciences, public health. statistics or any other relevant discipline; at least 05 years of experience with ME systems including experience with INGOs. The incumbent must possess experience in designing and establishing comprehensive M&E systems, impact measurement studies and possess strong analytical skills. Must have strong training skills and experience working with a variety of donors. Must be familiar with selecting consultants and supervising consultancies. Excellent writing skills is must and knowledge of local languages is a plus. Familiarity with Access and/or GIS will be a plus. 
Duties/Responsibilities:
The person is responsible for developing, coordinating, maintaining and constantly improving the overall MEL system, as well as training program staff in MEL best practices. The incumbent will provide technical advice and leadership to establish a system tor MEL in Pakistan and ensure that it is embedded in field level operations and programming with a centralized MEL unit having focal persons in each program. Focus on increasing MEL and program staff capacity in this area; and commitment to institutionalizing the MEL system. The person will play a pivotal role in the design of new initiatives and in the development of country program strategy, provides support to program management and implementation. The person will act as the point of contact for all MEL initiatives, including program evaluations and any external initiatives, ensuring close coordination with program management and country program management. The position holder will also ensure that M&E results are used to improve the quality of existing program interventions, to inform and justify future interventions, and to provide feedback to partners and communities.
